It may be that PostgreSQL is too demanding and can be avoided for development purposes; rather use sqlite. It could also be worth considering to switching to cloud-based CI - replace Github & Jenkins with GitLab CI/CD - see https://dzone.com/articles/jenkins-vs-gitlab-ci-battle-of-cicd-tools (I don't own a Chromebook but would be curious as to how well all this works.)
