What troubleshooting have you attempted so far? What is the composition of your development environment? Have you checked if the port is open to eliminate firewall and or network related issues? Have you checked to make sure that your postgres database server is running? Are you able to connect and authenticate to your postgres database in command line and terminal ? e.t.c.
