This changeset just applies to the install.txt file. Is there one that changes the generated settings.py file? By default it's something like: DATABASE_ENGINE = '' # 'postgresql', 'mysql', 'sqlite3' or 'ado_mssql'. and it'd be better if it also specified postgresql_psycopg2 as well.
