Thanks, I'll give that a shot. I did try something similar but it did
not work for some reason.

The active column in the activeOffices model is there because some
relationships exist but are inactive. For example, I could have a
county that used to be under a certain office, but is no longer. In
that case, the relationship would need to be there, but marked
inactive.
