At the moment, Django doesn't have any support for aggregates except
for very simple counts, so doing anything by count on a related table
will not be possible. However, adding aggregates is on the list for
the next version of Django - the patch has been written (#3566), it
just needs some final review and a commit.
I don't think there is a test case for your specific example, but it
should be possible using a query something like:
Tag.objects.annotate(entry_count=Count(entries)).order_by('entry_count').
I'll make sure an example like yours is in the final test suite.
