I just ran into that problem, too.
However the hint to MEDIA_URL was correct!
You must add the following to the very bottom of your urls.py:
if settings.DEBUG:
urlpatterns += patterns('',
(r'^static/(?P<path>.*)$', 'django.views.static.serve',
{'document_root': 'd:sites/sgms/media'}),
)
