Thank you a lot ,I think I have solved it,by add the following to
httpd.conf:
<Directory "D:/home/django/myproject/static">
        Options Indexes FollowSymLinks MultiViews
    AllowOverride None
    Order allow,deny
    allow from all
</Directory>
I think the docs of django who said "<Directory> would be meaningless
here." is misleading a lot.
