Yep. But the urls.py cannot :)

That was why I suggested the solution with midlleware. Which is
conditionaly loaded

Example:

settings.py:

if DEBUG:
   MIDDLEWARE_CLASSES = ['project.mw.InjectUrlPrefix'] + MIDDLEWARE_CLASSES
