So it seems TortoiseSVN does not include svn.exe? You need to install Subversion packaging then:
http://subversion.tigris.org/getting.html#windows (I have use VisualSVN in the past, but it seems like they don't have a 64-bit version yet) Or you can use cygwin (which comes with svn.exe) for your shell.
