Because the if tag doesn't accept comparison operators. If you're trying to make a more complex pagination mechanism, you'll probably want to set it up
in the view, or use a custom template tag…

... unless, of course, you're using the 1.2 alpha or trunk version of
Django. Django 1.2 will include support for comparison operators in if
tags.
