[dl-ticket-service] wrong locale when $gcInternal == false

I use a cron job to run the expire.php script so I don't rely on 
activity on the web interface to purge old tickets and grants. The 
problem is that mails generated by this task doesn't have the correct 
locale. In /etc/dl.php I've set $defLocale = 'fr_FR', but en_US is used 
(mails triggered by the web interface are fine). I guess the problem is 
somewhere in the withLocale function, but have not analyzed it yet.

Any idea ?
