It is not "an IETF document". One of those would have a name that starts with "draft-ietf-", followed by the name of the working group it's part of. And even then, it's just a "work in progress." IETF documents have RFC numbers. IETF work in progress has "draft-ietf-". draft-kucherawy-dmarc-base is an individually posted Internet draft. Anyone can post one of those (go ahead: try it).
