I haven't read the entire thing yet (I will before Montreal) but I've
noticed that the organization of Section 5 has gone a little sideways:

* In Section 5.1, bullet 3 seems weird because it doesn't describe a step
* Section 5.1 is titled Sealer Actions, but Sections 5.1.4 and onward don't
actually enumerate actions for the sealer; they contain advice and general
discussion

A couple of other quick points until I can do a full pass:

* Section 9.2, bullet 1: For this attack to work, you don't have to forge
signatures; the signature could be the letter "x", and you'll still hit the
DNS to get the public key to try to verify it
* The IANA registration templates in Section10.1 are improperly formatted
* All of the formal references to old versions of the draft seem
unnecessary; simply using prose for those should suffice rather than
bulking up the Reference sections
