The problems with the document have not been corrected. 1) Wrong goal: the design equates the transition state with the final state, preventing us from addressing the whole problem.
2) Wrong tag design: 3 tags are used to describe 5 states, because omitted tags are a goal to be achieved rather than an obstacle to be worked around. As a result the correct final state is hindered. 3) Missing assessment and discussion of algorithm risk. However, this topic is difficult to address without a final state that mitigates those risks. Done correctly, this missing section becomes the reason to migrate.
