The failure-reporting draft doesn't try to encourage sending RUFs at scale. Rather the opposite.
If there were some MBPs who could say they would reconsider then my vote might change. But until there is some change in the number of folks sending reports, there doesn’t seem to be much point to further work on this.
Publishing the draft as-is would have required less work than deciding between (2) and (3). Not to talk about the changes we need to do on the already approved drafts.
