The only way I've found to do this is to: Delete a load of devices in Reason that you don't want to assign tracks for.. Compressors etc... Go into Cubase and if you've deleted enough you should be able to assign tracks to ALL your instruments (well, up to 16 anyway). Go back to reason and undo the delete...
You're still stuck with the 16 instrument limit but at least you're using the right ones... If you have actually exceeded 16 instruments and you want to control ones other than the ones already recognised by Cubase you can still use this technique by deleting the relevant instruments in Reason, reassigning the channels in Cubase and then undoing the delete in reason... I really hope they increase the max number of channels soon.. It's really starting to piss me off!!!
