I don't know if you can change the tempos of individual tracks in Cubase -
You can change the tempo of the whole track use the mastertrack in the edit
menu. The only other thing I can think of is to use the half tempo / double
tempo function under 'logical' in the functions menu - but thats assuming
you are using midi and the the dnb track is twice the tempo of the hip hop
track.
