That's true but in some cases its just caused by bad PCI specification.

e.g my system uses the ALi Magik 1 chipset (1 yr old motherboard), good sound card 
(Terratec DMX 6Fire LT), latest drivers, 512MB Ram, 1.4GHZ CPU and it would crackle no 
matter what latency was set with my RAID controller enabled. With the RAID controller 
disabled I was down to 1ms directsound buffer & 4ms ASIO latency.

This exact situation is extremely common on AMD boards but I've never heard anything 
similar about Intel systems.

Just something to keep in mind for somebody buying a new system I think.
