I can certainly understand some uncertainty about running strange binaries, but I'm sure Dmitry was just trying to be helpful. Here is an alternate script that should be functionally identical, and not require the binary.

Why don't you tell us wat the programm is doing ?
The program inserts, into the DOS SET variables, the values of hours and time, that then will be processed by the script.bat
