The 'me' feed at the top of newsfeeds.conf is really 'incoming' news, so yes it can apply to your incoming feed and filter it.

yes, in newsfeeds.conf you can put:

site me
        groups *
        accept default
        reject subject "bad word"
        reject subject "bad word2"
