The reason we've never added thsi type of setting is that throttling a feed is
a very in-effective strategy generally
as it tends to result in random parts being dropped as they can't get through
the feed, and that
means that multi part items get broken and become effectively useless, so for
example a feed
running at 99% of what it wants to run at, is suddenly loosing 50% of the
actual data.
It's better to instead choose a subset of news groups that 'fit' inside the
desired bandwidth
then you at least get something useful with the bandwidth that is used.
