This error occurs if you have a pile that is exceeding the desired usage, but
doesn't have a
closed bucket. This typically means it's a low volume pile with a short
retention usually
used for storing junk groups like the control groups....
I would normally fix this by adding some more junk groups to the same pile to
get the rotation
of those piles going a bit faster.
It can be safely ignored though.
