 Yes, but AFAICT, it's only when an initrd is used. (The relevant
piece of code is init/do_mounts_initrd.c)
 And initramfs is not considered as an initrd, so /linuxrc doesn't
apply, unless you explicitly use init=/linuxrc on the boot command
line.

 I'm no kernel expert though, so I may be wrong - but what I'm
reading in the source confirms my experience.
