This was discussed in the thread "devuan-baseconf package versions and repositories" started by Vicente on 11/12/15 to which Jaromil responded. I was having a little problem following his answer, so hopefully I'm not quoting this out of context: "the progression you show is mostly following the setup and testing done in development phase of all three release series, one by one, ..." I believe Aitor's interpretation is correct. You may want to check the thread yourself.
