It avoids chasing fashion trends, it allows for packages to provide DEs with all kinds of dependencies for as long as someone is prepared to maintain them, and for them to be dropped when extricating from a vast web of dependencies is no longer worth the effort. All without them becoming core devuan dependencies or slowing down core releases.

Mostly it avoids losing too much time and effort porting DE stuff when users can just use debian or redhat or ubuntu if that kind of environment is what they want (or OSX if a heavy, unified, fully backed corporate desktop GUI on top of Unix is the goal).

Devuan should focus on providing for those who wish to escape from this 
approach.
