Don't know if this would make any difference to you or not, but the Linux kernel is released under the GPLv2 only license(AFAICT). I remember there being quite a bit of debate about this when the GPLv3 license was coming out. I personally don't know much about Expat, so I won't offer any opinion on it. The scripts I write I use GPLv2 only. "I" can change it later if I need to.
