This reminds me that context is everything. 

If I were working with a headless server at a different location, I'd
for sure do major upgrades with apt-get dist-upgrade. Who would want to
start from bare metal without a console?

My use case when I mention fresh installation is a computer under
my physical control, with the DVD drive and power switch right at my
fingertips.
