Copy their home directory, add them to /etc/group and /etc/passwd as on the old machine, assign them temporary passwords which you give them, and have them change their passwords. Set them all up with Xfce, and if they want to migrate to LXDE or Openbox or ctwm let them do it themselves. PS: Do them a favor and incorporate dmenu using an easy hotkey. They'll be so thrilled with the quick and easy user interface that they'll never miss Gnome.
