Now, there is no "preferred" MTA in Devuan[*], so /etc/aliases is useful only if your preferred MTA uses it/honour its content. The original sendmail did, postfix does, and IIRC opensmtpd does as well. On the other hand, qmail does not (it uses a series of separate files instead).
