The option to uninstall does not resolve the main problem, which should be fixed upstream. Practically it is important to be able to install packages even if they are not going to be used on the given computer (compare this to "Recommended" which are uncertain whether they will be used or not). One specific case of value is installing many mostly identical computers with the same set of packages. OT: A similar issue is various services (like sshd) which are being started at a package installation time (not later, say after a reconfiguration, or never). policy.rc.d seems to be the only, inconvenient workaround.
