Thanks.  It may already be disabled¹ though:

# cat /sys/kernel/debug/tracing/events/power/pstate_sample/enable
0

# cat /sys/kernel/debug/tracing/events/power/cpu_frequency/enable
0

However, this is all an area I know nothing about.
