I recall a paper that discusses this to some degree from a USENIX LISA... ah, here it is:

Contains a comparison of various resolver behaviours and the like. Would be interesting to see what, if any, changes after 10 years have gone by in Table 1.

What do the DNS experts say about best practices for DNS failover in
the stub resolver?

I'm curious to see what they think here too.

Not an expert either, but do like the local resolver option a lot.

IANAE either, but anycast in the campus and wide area have done well in these parts.
