No. Well, not under gov.uk. The domain has local authorities as well as central 
government. It also includes a few state-run institutions -- registrar of 
companies, national archives, vehicle/driver licensing, land registry, etc -- 
which technically are not part of government. Other parts of the UK government 
such as the NHS and police have their own SLDs.
