The issue is that ITAR has no policy on often the users of ITAR
should check or what a minimum key roll over period should be after
a update is submitted to ITAR.

Annually is "regularly". Monthly is "regularly". Weekly is "regularly".
Daily is "regularly".  Hourly is "regularly". Every "minute" is
"regularly".  Every second is "regularly".   Which "regularly" did
IANA mean when it said "regularly"?
 
PR created a effective key rollover period of 2 days which was
insanely short when there will be sites that are updating from ITAR
manually.
