Yes, someone want to register frobbit.se domain name. For pure IPR reasons. It 
should not resolve.

Registry requires NS records and not only a creation of the domain object.

Registrar because of this adds fake NS records.

To register a domain name in this example, the TLD do require not only a 
creation of the domain object, but also link between domain object and some 
(fake) host records.

The example of your is a way weird though as .SE do allow creation of domain 
objects without delegations.

Other TLDs are different.
