The current documents point to making the existing RSS become more of a
backup for LocalRoot implementations -- the RSS can't just go away, as
it does become the backup when LocalRoot implementations fail to get data.

IMHO, it should become the default mode of operation when possible.

The current documents do not require HTTP.  It is *one* method available
for obtaining data, but not mandatory to implement.  Technically, no
method is mandatory.

The expectation is that resolvers should get it in whatever way they prefer.
