IMO, this draft seems to be a solution in search of a problem. It's not clear to me what, if anything, needs to be fixed or improved. I think you first need to come up with a clear problem statement before proposing solutions. That would allow the WG to decide (a) there is a problem that needs fixing; (b) your proposal adequately addresses that problem. PS: a new form of TXT record abuse is almost certainly a very bad idea.
