September 2007 Dear friends of Philippine liberalism,
This past month we have, as promised, launched the Philippine edition of the Economic Freedom of the World report. This is a comprehensive index that measures economic freedom in 141 countries and compares it with other indices of development such as poverty rates and per capita income or quality of life. The report shows that economic freedom is indeed strongly correlated to other development objectives. The book launch was a joint effort of the Friedrich Naumann Foundation with the Center for Research and Communication and the Foundation for Economic Freedom. Demand for the book has been brisk, and we hope that it will help inform economic policy debate in the country. We have also held the first local replication of the International Academy for Leadership liberal training workshops from Germany in Negros Oriental on the topic of education. It brought out the huge task that reformers face in this country, but it also offered good reasons for hope that the Philippines can indeed rise to the challenge. On the regional level, our partner the Council of Asian Liberals and Democrats held a roundtable workshop in Phnom Penh, Cambodia on the topic Women in Politics: Beyond Affirmative Action. I was privileged to be there, and came away impressed with the giant strides women have been taking in Asian politics over the last decades. Much remains to be done to improve womens political participation and access to leadership positions, but already Asia can teach the world a thing or two when it comes to producing outstanding female leaders. One of them is Burmas Daw Aung San Suu Kyi, and out thoughts and prayers go out to her and her country these days as the military junta has been crushing the peaceful democratic protests with unbelievable brutality. A regime built on injustice and brute force will not last but the longer it survives the more devastation it will leave in its wake. The more harm it will inflict on its neighbours in many direct and especially indirect ways. It is heartening that ASEAN seems to have realized this and has roundly criticized the actions of the regime. With a prayer for Burma, Siegfried Siggi Herzog First IAF Replication Seminar in the Philippines In response to numerous calls by Friedrich Naumman Foundation (FNF)s alumni to reproduce International Academy for Leadership (IAF) liberal training workshops from Germany, FNF's Alumni Group held its first replication seminar at Antulang Resort, Negros Oriental from 26-29 September 2007. Entitled, Education in the Philippines: Liberal Perspectives, 23 educators, school administrators, government staffers and local officials discussed the present educational situation of the country, what it should be and what the liberal solutions are. Do they bring a distinct style to politics? What are the obstacles facing their political participation, and how can these be overcome? These were some of the issues raised at the Friedrich Naumann Foundation (FNF) and Democratic Progressive Party of Taiwan (DPP) sponsored Council of Asian Liberals and Democrats (CALD) roundtable on women in politics. Economic Freedom of the World 2007 Report Launched To contribute to the informed economic debate in the Philippines, the Friedrich Naumann Foundation (FNF) together with the Foundation for Economic Freedom (FEF) and the Center for Research and Communication (CRC) launched the first Philippine edition of the Economic Freedom of World (EFW) 2007 report to business leaders, policy-makers and members of civil society and the academe on 4 September 2007 in Makati City. Economic Freedom of the World 2007 report Philippine edition The Economic Freedom of the World 2007 report discusses the degree of economic freedom around the world based on a composite index that includes: size of government, legal structure and security of property rights, access to sound money, freedom to trade internationally and regulation of credit, labor and business in 141 nations. The report also compares economic freedom and other desirable outcomes, such as prosperity or quality of life, as measured by the UNDP Human Development report. It finds a strong correlation between economic freedom and various important developmental goals.
