The profiles.ini looks fine, so it should be scanning the searchplugins folder. The namespaces in the search plugin are fine, so its processing it as an OpenSearch plugin. What I did notice, however, is that XML does not contain an <os:Description> element. The code looks for a ShortName, Description, and Url, and if it fails to find any of them, it will does not register the plugin with Do. Can you verify if any of the plugins you listed have a Description element?
