It is my pleasure to invite you to participate in our online
discussions prior to and during International IDEA's Democracy Forum
2001, entitled "Democracy and the Information Revolution: Values,
Opportunities and Threats". The 2001 Democracy Forum aims to
investigate: the implications of the information revolution for
democracy and its core values; opportunities and threats of rapid
information flow and access for democratic governance; and practical
ways in which information technology is being and can be used to
strengthen democracy.

The Democracy Forum is one of International IDEA's major annual events
that gathers politicians, government officials, NGOs, civil society,
international organizations, and academics to debate and discuss
issues related to democracy. The online discussions will enhance the
debate by widening the scope of views and are an opportunity to
address any issues relating to democracy promotion and information and
communications technologies (ICTs).  More specifically the discussions
address the following questions:

*       How effectively are governments and parliaments using ICTs?
*       How can ICTs help boost participation by political parties?
*       What are the appropriate means, and potential pitfalls, of
introducing new technologies to the conduct of elections?
*       How are elected officials, civil society and the media using ICTs to
enhance local democracy around the world?
*       How is the information revolution affecting authoritarian regimes?
