P.S. Has anyone seen a good check list or guide geared directly toward the
use of the Internet by ** representative ** institutions?  I am interested
in next generation local council and legislative web sites that offer the
"online constituent office" and not just some flat biography, picture and
e-mail.

This connects with my concern about the "services first, democracy later"
mentality in many e-government circles where the balance of power is being
shifted away from our representatives (i.e. the legitimate voice for the
citizens) to the administrative side of government.  This is due in large
part to the lack of comparative investment in our representative
information infrastructure while service transactions get most of the
investment and attention.

A Look Inside Legislative Technology

This session will examine how legislatures are using state of the art
technology to handle processes critical - and in most cases - unique to
state legislatures. Innovative approaches to document management and
processes such as amendment processing and automated bill proofing will be
discussed. The session will be divided into two segments. The first
segment will involve panelists explaining how their states use technology
to assist the legislative processes. Following the panel discussion, a
technology fair will showcase the systems discussed during the panel
discussion.
