I heard of two Chinese translations, zh-cn and zh-tw.

- zh-tw is working here: https://github.com/python-doc-tw/python-doc-tw.
- zh-cn has an official coordinator, Xiang Zhang, but I don't know the current 
status of this translation.

Those project may or may not be mirrored on 
https://www.transifex.com/python-doc/public/.

Anyway, for a translation to live, it needs translators, so feel free to 
contact one of those teams, and help them translating, either via transifex or 
via pull requests, it's a good start. (You may also organize translation 
workshops and so on if you want to speed-up the translation, translating alone 
is impossible).

Then, as the PEP 545 is stating, the documentation can start to appear in the 
language switcher only when having fully translated the tutorial and some other 
pages, but if an active translation team would like to have its translation 
built by the server (typically to proofread), without being added to the 
language switcher, it may be allowd (documented in 
https://www.python.org/dev/peps/pep-0545/#add-support-for-translations-in-docsbuild-scripts).
