The documentation is under the PYTHON SOFTWARE FOUNDATION LICENSE VERSION 2, 
see: https://github.com/python/cpython/blob/master/LICENSE
The translations are all under CC0.

You can get .pot files using sphinx-build -b gettext, but I think the easiest 
way to bootstrap  a translation is to use my cookiecutter here:
