Just to let you know�: I have already made some work for adding or proposing some missing locales in some languages, which is indeed an interesting work.
I just started yesterday to edit and hack a ar_FR locale for "Arabic in France" (there are about 3 million people speaking Arabic here). I will certainly have to ask a few hints around about this.
