On the pages with the OOoFrontMatter page style, the footer has a Title
field and page number, again separated with |.
Pages with the styles OOoCopyright and OOoFirstPage do not have anything in
the footer.
Is that the right pattern?

Yes that is the correct pattern. if you look at those page styles the footers are turned off.
