You must download whole XSL stylesheets distribution, because HTML Help
depends on common HTML stylesheets. Just download something like
http://nwalsh.com/docbook/xsl/dbx134.zip. You will find HTML Help
stylesheet in file docbook/contrib/htmlhelp/htmlhelp.xsl.
