Not sure if this is what you need, but with parameters, you can control the depth of chunking: http://docbook.sourceforge.net/release/xsl/current/doc/html/chunk.sectio n.depth.html and whether the first section chunks: http://docbook.sourceforge.net/release/xsl/current/doc/html/chunk.first. sections.html
