No, I was think more of something like: prev.gif up.gif next.gif
Each gif is a link to the according page. At the end/beginning (when there is no prev or next), we just skip that image.
We could also draw the border directly in the image, so it will render everywhere (besides lynx...)
e.g., prev.gif should look like +-------- | < Prev +--------

My question was not about using images or not. I've asked how do you make them into aligned box? with <tables> or just like it's now?
