I think I like the plain menus like on
http://perl.apache.org/~stas/modperl-site/
although I'd make the menu items underline when hovering since other links
on the site are underlined.
I like the menu (menugame.html), but I also think it's are a bit
over-powering for the rest of the page, and it bugs me that I can't link
anyplace in the box. In general, I think the simpler the better.
Just my opinion -- and, really, I think either would be fine. I only have
a slight preference for one over the other.
