Good idea, Bill. Done. Please check if you like it.

Minor comment, but another thing that I often find useful on download pages
such as http://perl.apache.org/dist/ is the README and Changes file
unpacked.  It's nice to be able to read those without having to download
and unpack the distribution.  Or perhaps just a link to a directory with
the current version unpacked.

Done too for the Changes files. README is useless if you have the whole site at your hand. It's only useful when you are offline.
